RAPIDES PARISH, La. - Sheriff William Earl Hilton is moving ahead with a campaign promise.
He's reinstating all substations for full service again.
There are substations already in Boyce, Tioga, Deville and Glenmora. But, during the previous administration, they weren't fully staffed.
