RPSO: Narcotics operation leads to six arrests

RAPIDES PARISH, La. (KALB News Channel 5) The Rapides Parish Sheriff's Office arrests six on charges of drug possession.

According to the Rapides Parish Sheriff's Office, on October 21, 2013, Detectives assigned to the Rapides Parish Sheriff's Office Metro Division followed up on community complaints of drug activity in the Alexandria area. Detectives received telephone reports of suspected drug sales occurring at 811 Highpoint Drive in Alexandria, La.  RPSO said surveillance on the residence was conducted for several days, and vehicle traffic was steady, with most visitors staying brief periods of time. 

RPSO said Detectives identified Michael Hooper, who they were familiar with from prior drug arrests and recent reports that he was selling methamphetamine again. Hooper appeared to be living in the home along with others. According to RPSO, while conducting surveillance, a suspect identified as Derek J. Green,  who is also known for previous methamphetamine sales, was seen at the home. RPSO said Detectives observed a suspected drug transaction occur and drove up to the home, contacting Hooper standing by his vehicle. According to RPSO, Hooper was found in possession of nearly a half ounce of Methamphetamine, and a small amount of Marijuana was located in the home.

According to RPSO, Stephanie Hooper was issued a citation for the Marijuana possession. RPSO said Hooper was taken into custody without incident and booked into the Rapides Parish Detention Center with a bond of $25,250.00. RPSO said the investigation is ongoing, pending additional charges.

RPSO said while conducting surveillance on a suspect from community complaints, Detectives observed Derek Jarmel Green leaving Alexandria, headed into Pineville. According to RPSO, Detectives were in the process of obtaining a search warrant for the home of Martin Whatley at 997 Philadelphia Road in reference to complaints of drug activity. Surveillance was established on the residence prior to serving the warrant.  Surveillance units saw Green's vehicle at 997 Philadelphia Road. Detectives arrived at the residence to serve the warrant and saw Green leave at a high rate of speed and cross the road without slowing. Deputies attempted to stop Green, who fled down a dead end road, striking a fence. The vehicle was stuck, spinning the tire and unable to dislodge from the location. RPSO said Deputies ordered Green to turn the vehicle off and exit, and he refused to comply.

According to RPSO, Green was taken into custody after a brief struggle and successful deployment of a Taser. RPSO said detectives located a large amount of Soma tablets and some Methamphetamine. According to RPSO, Green was transported to the Rapides Parish Detention Center and booked on $25,750.00 bond. Green remains in jail at this time.

According to RPSO, Detectives served the warrant at 997 Philadelphia Road, finding Martin Whatley, Kelley Collins and Tina Normand present. RPSO said a search of the home was conducted, and Detectives located a small amount of Methamphetamine and numerous glass meth pipes.  During the search, Detectives located a hidden compartment beneath the floor.  RPSO said four juvenile children found in the home were released to relatives. RPSO said Whatley, Normand and Collins were taken into custody without incident and transported to the Rapides Parish Detention Center with $5,250.00 bonds each.

"This type of community involvement leads to these types of "domino" arrests. One leads to another and our deputies will investigate these community complaints and follow the leads to wherever it takes them" said Metro Division Major Kris Cloessner.

Arrestee: Michael Brent Hooper, 44, 811 Highpoint Drive, Alexandria, La.

Charges: Possession of CDS II to Distribute and Possession of Drug Paraphernalia.

Arrestee: Stephanie Ann Hooper, 47, 811 Highpoint Drive, Alexandria, La.

Charges: Possession of CDS I/Marijuana.

Arrestee: Derek Jarmell Green, 32, 4041 Heyman Lane #110, Alexandria, La.

Charges: Possession of CDS II, Possession of CDS V to Distribute, Aggravated Flight from an Officer, Resisting an Officer, Criminal Damage <500 and Possession of Drug Paraphernalia.

Arrestee: Martin Wesley Whatley, 36, 997 Philadelphia Road, Pineville, La.

Charges: Possession of CDS II and Possession of Drug Paraphernalia.

Arrestee: Kelley Michelle Collins, 32, 997 Philadelphia Road, Pineville, La.

Charges: Possession of CDS II and Possession of Drug Paraphernalia.

Arrestee: Tina Marie Normand, 29, 823 Isaac Brouillette, Marksville, La.

Charges: Possession of CDS II and Possession of Drug Paraphernalia.
