ALEXANDRIA, La. (KALB News Channel 5) – A convicted sex offender has been arrested for not following  protocol.

Rapides Parish Sheriff's Office Sex Offender Registration Section said they arrested  Edward Dale Kirts, 57, of 3308 Sixth Street on Oct. 15, for failure to give notifications and failure to appear for quarterly renewals.  Kirts is a Tier-3 offender and that means he has been convicted of an aggravated sexual act and must be supervised for the rest of their life.

Kirts was transported to the Rapides Parish Detention Center and remains in jail on a parole violation.

Sheriff William Hilton of RPSO would like to remind everyone that while trick-or-treating that parents know the area they allow their chilren to go and to always be aware of  your surroundings.

This year, Probation and Parole along with Rapides Sheriff's Office and other local law enforcement, will be conducting home visits of supervised sex offenders in six parishes. The visits will insure the offender is not away from his residence on Halloween and does not have any Halloween paraphernalia in their possession, according to RPSO.

To report any  public misconduct of a sex offender  on Halloween contact this RPSO at 473-6700 or the state office of Probation & Parole at 487-5786.
