LSP and NPSO make joint arrests in narcotics investigation

(KALB News Channel 5) - Probation Agents with the La. State Office of Probation and Parole-Natchitoches District Office and Natchitoches Parish Sheriff's Deputies have arrested three people on drug charges in Cloutierville according to the Natchitoches Parish Sheriff's Office.

On Monday morning, April 14, at approximately 11:30 a.m, deputies assigned to the NPSO  Criminal Patrol Unit assisted State Probation and Parole Agents with a probationary search of the Regis Howard residence located in the 300 block of Canal Road, Cloutierville.

Agents were conducting a probationary visit and search of Howard's residence because of a felony narcotics conviction in Natchitoches Parish in 2013.

Deputies said upon their arrival and coming in contact with Howard, and other occupants of the residence including a two month infant, they observed suspected drug paraphernalia in plain view.

Agents conducted a search of the residence, seizing a small amount of suspected marijuana,  suspected codeine pills, suspected promethazine liquid codeine syrup, weighing scales, and a loaded Ruger .45 caliber semi-automatic pistol.

Deputies also discovered a malnourished bulldog tied on the exterior of the residence.

As a result of the investigation and discovery of evidence, deputies arresed Regis Devonte Howard, 21, of Cloutierville, Courtney S. Rachal, 20, of Natchitoches, and Laterian Smith, 24, of Natchitoches.

Howard was booked into the Natchitoches Parish Detention Center charged with Possession of CDS Schedule I Marijuana, Possession of a Firearm by a Person convicted of a Felony, Illegal Possession of CDS Schedule III Codeine, Illegal Possession of a Controlled Dangerous Substance in the Presence of a 2 month old Infant, Cruelty to Animals, and Probation Violation.

Rachal was booked into the Natchitoches Parish Detention Center charged with Illegal Possession of CDS Schedule V Prometazine, and Criminal Obstruction of Justice.

Smith was arrested on an outstanding  Natchitoches Parish bench warrant and booked into the Natchitoches Parish Detention Center charged with  1-count of Probation Violation.

All three suspects remain in the Natchitoches Parish Detention Center.

The child was released to family members.

The bulldog was seized by deputies and transported to a local animal facility.

The case will be turned over to the Natchitoches District Attorney's Office for prosecution.
