Update: Former Coliseum Exec. Director arrested

***UPDATE 4-22-12*** : Coliseum Authority Vice President Jimbo Thiels told News Channel 5's Brooke Buford that all nine board members were originally allows to co-sign checks with Neal-Townley.

As Neal-Townley did the booking for the Coliseum, Thiels said it was easy for the board to overlook where money was going...as well as easier to steal it.

Neal-Townley resigned in February 2013, and the investigation began in August 2013. The investigation wrapped up this past February and resulted in Neal-Townley's arrest earlier this week.

Rapides Parish Sheriff's Office Lt. Tommy Carnline said, "Initially, our detectives looked into the information of the possible misappropriation of funds. After they saw tendencies that lead them to believe there was a crime committed, that's when they involved the legislative auditors. The legislative auditors do this type of investigation all the time. It was a dual investigation. Our guys wanted to make sure their information. Our guys wanted to make sure their information was correct and obviously was."

Thiels said the auditor gave them suggestions as to how they could prevent this from happening again .Suggestions include having only one person cosign from the board and have the police jury do the bookkeeping.

ALEXANDRIA, La. (KALB News Channel 5) - Kimberly Neal-Townley, the former executive director of the Rapides Parish Coliseum was arrested on April 21.

In April 2013, the RPSO Criminal Investigations Division began an investigation after receiving a letter from the Rapides Parish Coliseum Authority Chairman, Murphy Rachal that included allegations of “financial and illegal improprieties committed by individuals.” Detectives investigated the Coliseum’s financial records and requested an audit by the Louisiana Legislative Auditors Office to confirm the results.

The audit began in August 2013 and concluded in January 2014 and showed Neal-Townley paid herself more than $30,000 in payroll checks and unearned leave time. It also revealed she gave herself an unauthorized pay increase, which was not approved by the coliseum.

Neal-Townley was booked into the Rapides Parish Detention Center and charged with malfeasance in office, theft over $1500, two counts of false accounting, and two counts of filing false public records. Neal-Townley remains in jail at the time of this release as bond has not been set on all charges.

Neal-Townley served as the executive director of the coliseum from 2010 until she resigned in February 2013.
