2 arrested for sexual trafficking, raping of 16-year-old girl

ORLEANS PARISH, La. (LSP) - Update: The Louisiana State Police Bureau of Investigations Special Victims Unit is continuing its investigation into the juvenile sex trafficking case, where Elbert Riascos and Jovan Martin were arrested in December 2018.

Yesterday, 36-year-old Kentrail Foster of New Orleans was arrested in connection to the sex trafficking case. Foster was booked into the Orleans Justice Center for Trafficking of a Child for Sexual Purposes and Carnal Knowledge of a Juvenile.

The investigation remains on-going.

Authorities have arrested two suspects for the sexual trafficking of a juvenile, according to Louisiana State Police.

The Human Trafficking Hotline received a tip that a 16-year-old was being held against her will, repeatedly raped, drugged, and beaten. Following an investigation, detectives were able to identify Elbert Riascos, 26, and Jovan Martin, 24, both of New Orleans, as the suspects. The young woman was rescued by law enforcement officials on December 15, 2018. Both suspects were arrested and booked into the Orleans Justice Center.

Besides the trafficking, Riascos was also booked on first-degree rape, felony carnal knowledge of a juvenile, false imprisonment, cruelty to a juvenile, production, and possession of child pornography, distribution of cocaine, and resisting arrest. Martin was also charged with resisting arrest.

Both suspects are currently on probation for previous criminal convictions.

The case remains active and on-going. Additional arrests and charges may be forthcoming.
