Great-grandmother accused of duct-taping 3-year-old, locking child in bathroom

AVOYELLES PARISH, La. (APSO) - According to Sheriff Doug Anderson, on July 19, the Avoyelles Parish Sheriff’s Office received a complaint from a parent that their three-year-old child was subjected to cruel treatment by the child’s great-grandmother.

The complaint alleged that the great-grandmother, Connie Scroggs, 71, of Marksville, placed duct-tape around the mouth, hands, and feet of the child, and locked the child in a bathroom with the lights off.

According to the complaint, Scroggs admitted to the child’s step-mother that she had done this because the child would not stop crying. At the time of the initial complaint, the duct-tape residue was still visible around the child’s mouth, ankles, and wrists. A thorough investigation was conducted, which led detectives to seek a warrant for Scrogg’s arrest for cruelty to juveniles.

Scroggs was arrested and booked into Detention Center 1 of the Avoyelles Parish Sheriff’s Office on August 15.

She has since been released on a $10,000 bond.
