Longtime Rapides Parish Police Juror, Billings, retires
After 32 years of public service, longtime Rapides Parish Police Juror, Richard Billings, is retiring.
After eight terms as Police Juror District H, family and friends of Billings packed the Police Jury meeting room to honor his service. The Police Jury honored Billings at their monthly regular meeting on Monday, and Billings' last meeting as police juror.
Family and friends of Billings told their favorite stories and thanked him for his service.
"I think it's phenomenal when you come in as a public servant you come in one way and you go out another," said Billings. "But I've been very fortunate that I've served some of the best people in the world in Rapides Parish. If you are going to serve the people then serve the people, don't serve yourself. Very few people go into office as a public servant and I think we are losing something when we do that."
David Johnson will be taking Billings' seat for District H after winning the Oct. 12 election.
